Pope John Paul II’s Pastores Dabo Vobis and the U.S. Conference of Catholic Bishops’ implementation document, The Basic Plan for the Ongoing Formation of Priests, make a distinction between the ongoing formation of individual priests and the ongoing formation of entire presbyterates.
